Changes to the card associations' fee structure, the increase of reward-type cards in the marketplace, and modifications to qualification criteria are all taken into consideration when making revisions to discount fees charged to merchants. Changes to the qualification categories are listed below; these changes are scheduled to take effect on April 1, 2006. Merchant account pricing changes: Qualified: 0.02% Rewards Qualified: 0.29% Mid-Qualified: 0.29% Non-qualified: 0.29% A revised pricing model is posted at Client Support Merchant InfoCenter in the Elan Traditional Library for your use beginning immediately. Also, Visa and MasterCard have announced several changes and enhancements to their card programs; please refer to the Card Association Enhancements Bulletin, located in the Bulletins/Communications Library at the Client Support Merchant InfoCenter. To assist you in re-pricing your merchant accounts, we are prepared to systematically update your merchants' pricing as outlined above on April 1. The February Statement Message that will communicate these changes to your merchants is as follows: "Due to changes in card associations' fees and structure effective April 1 2006, credit card base qualified rates will increase by 0.02% and a supplement of 0.29% will apply to all other categories. EIRF will now be billed at your non-qualified rate." The launch of the Client Support Merchant InfoCenter was announced via Bulletin MB2006-02AT dated February 27, 2006.
