The dinner plate becomes his body and the dessert plate is his head. The fork and spoon become his arms and the knife and a drink napkin transform into a fancy top hat. Accordion fold a dinner napkin and place it around his neck for a scarf. His face and coat buttons can be construction paper, a real carrot and raisins, or a gumdrop and chocolate chips!
